Principal, Lynch Law Group, L.L.C, a general practice concentrating on litigation of real estate matters and title insurance claims defense, estate planning, estate probate administration, probate litigation, commercial and residential real estate underwriting and closing; civil litigation in the areas of litigation of real estate, business, trust and estate planning and administration, and fiduciary litigation. Mark holds a Master of Laws in Federal Income Taxation and advises as to federal and state taxation of trusts and estates and preparation of Special Needs Trusts for families with children facing challenges with disabilities.


As an expert in the field of Title Insurance and real estate law, Mark served as Senior Underwriting Counsel to First American Title Insurance Company in Baltimore Maryland, as well as the Mid-Atlantic Regional Counsel to Southern Title Insurance Corporation as Vice President and Senior Underwriting Counsel to First American Title Insurance Company underwriting title insurance for commercial and residential real estate transactions, excess policy limits approvals, authorizations for issuance of liability endorsements, claim review and analysis, formulation of policy and standards for agency use by promulgation of Advisory Bulletins, preparation and presentation of educational seminars for continuing education credit for agents.

INDUSTRY AWARDS: Mark has been recognized by the Title Insurance Industry in Maryland by his award by the Maryland Insurance Commissioner of a Citation for service to the Maryland Insurance Administration on the Advisory Board of Review responsible for statewide approval of continuing education materials. Mark was honored by the Title Professionals in Maryland and awarded a permanent director chair as Director Emeritus of the Maryland Land Title Association for service to the association.


PROFESSIONAL PRESENTATIONS: Mark has shared his expertise with national and state audiences and given numerous educational seminars on behalf of the Maryland Land Title Association, First American Title Insurance Company, Southern Maryland Board of Realtors, American Land Title Association, Minnesota Land Title Association, Indiana, and the Kentucky Land Title Association on topics relating to real estate industry standards, ethics and professionalism, real estate flipping, federal and state regulation, bankruptcy, title insurance policies and endorsements, real property standards and practices, claim prevention and underwriting standards.


PUBLICATIONS: Mark has published frequently and is the author of “Flipping Real Estate-The Hud Response”, presented at the American Land Title Association National Convention in Phoenix, Arizona and published in the American Land Title Association national magazine, Title News, in March of 2004, “Ethics in the Real Estate Marketplace” presented at the American Land Title Association National Convention in San Francisco, California and published in the American Land Title Association national magazine, Title News, in March of 2007 and  “Will IRS Knock on Your Door-The Fraud Epidemic” presented at the American Land Title Association National Convention in Palm Beach, Florida in October of 2009.


ACADEMIC AFFILIATIONS 1998- Mark enjoys teaching the law to aspiring lawyers and is an adjunct Instructor of Law at Catholic University School of Law in Washington, D.C. in Real Estate Law, and Finance, and was formerly an instructor at the University of Maryland, College Park and Catonsville Community College, Catonsville, in real estate and probate related coursework.


EXPERT TESTIMONY: Mark has been qualified as expert by the Circuit Courts of Maryland and has testified in areas of title insurance, settlement and escrow practices, marketable title, Maryland condominium law, title insurance policy interpretation, standards of conduct by title insurance producers, liens and exceptions to title insurability and related matters in the followings cases; Circuit Court for Prince George’s County: Hebb v. Burson, et.al. CAE 05-04781(2005) Testified for the Defendant at trial. Result: Defense verdict after bench trial; Circuit Court of Baltimore County; Stewart Title Guaranty Co. vs Holtman, et.al. CA03C8007527 (2008) Retained by Plaintiff; deposed by Defendant. Result: Consent judgment for plaintiff prior to trial; Superior Court of the District of Columbia, Cary v. Dunn Title & Escrow et.al. CA006232C (2008); qualified as an expert on real estate settlement practices and procedures and real estate law at trial; Testified for the Plaintiff.
